PROFESSIONAL & QUALITY PRACTICE PROGRAM
About the PQPP
The College of Health and Care Professionals of BC (CHCPBC) has designed a comprehensive approach to quality practice that includes continuing professional development, practice support and resources, and quality assurance assessments. The Professional & Quality Practice Program (PQPP) will replace licensees’ previous Quality Assurance Program requirements, apply to the more than 16,000 licensees across nine professions regulated by CHCPBC, and be consistent with the Health Professions and Occupations Act (HPOA) that went into force on April 1, 2026.
The purpose of the new PQPP is to improve patient outcomes, and support health professionals’ learning and performance by:
- Taking a unified approach to ensure consistency in public protection while reflecting profession-specific uniqueness;
- Assessing, monitoring, and supporting health professionals’ individual and collaborative performance, which is central to the delivery of safe care and improved patient outcomes;
- Including cultural safety and humility, health equity, and anti-discrimination initiatives;
- Supporting the prevention of harm by proactively identifying and addressing risks to patients and professional competence;
- Aligning with harmonized standards that will guide and inform PQPP content; and,
- Meeting the expectations for quality assurance and the guiding principles in the HPOA.
The PQPP will be made up of three components:

- Practice Support and Resources
- Quality Assurance Assessments

Developing and transitioning to the PQPP
Developing the PQPP
CHCPBC began exploring a new approach to the Quality Assurance Program (QAP) in February 2025. The College commissioned a report to gather information and input about the state of the QAP across the nine professions and to provide recommendations for the design of a new evidence-based QA program that is consistent across the professions.

Profession-specific input was critical to the development of the report, with licensees from all nine professions and members of the Quality Assurance Committee consulted to validate and provide feedback. The QAPs carried over from the legacy health profession regulatory colleges that amalgamated to form CHCPBC served an important purpose as well, as insights gleaned from these programs helped to guide the development of a modernized and unified program.
The CHCPBC Board approved in principle the report in June 2025.
Transitioning to the PQPP
June 2025: licensees were advised that effective July 1, 2025, they were no longer required to complete the QAP requirements from their legacy colleges. This was to ensure that CHCPBC had the resources necessary to develop the new program. Licensees are still expected to continue their professional development, focused on areas where improvements to knowledge and skills are needed to maintain performance and/or prevent harm to patients.
October 2025: licensees in some professions began to receive instructions on how to download records of past QAP activities on legacy QA portals for their personal records, if desired. These portals are now closed. Access to the PQPP will be on a new portal, currently in development, to be launched in 2026.
November 2025: a call for volunteers was released for licensees who wished to participate in the first transition activity: reviewing and providing feedback on the new harmonized Ethics and Practice Standards. Participation was enthusiastic, and the responses provided helped refine the standards further.
March 2026: another call for volunteers was sent to all licensees, to preview one or both of the draft guided self-reports: the Inventory of Learning and the Inventory of Risks and Protective Factors. The input will inform any needed changes to these CPD Annual Touchpoints before they are launched in late 2026.
